Shipping Australia Limited (SAL) says a review into operations at Port Botany should be all encompassing and must take a holistic view of the whole transport chain.

Submitting to the NSW Independent Pricing and Regulatory Tribunal (IPART), SAL said the review should not only examine the ways in which road and rail transport operators connected with the two stevedores at Port Botany – including looking at the fees charged – and the underlying costs – for various services. The scope should be wider.

“Any inefficiency on the receival and delivery of containers at one terminal will result in a dissatisfied client, who may shift its alliance with a shipping company that uses the other terminal,” SAL said in its submission.

“We believe that the terminals have acknowledged this fact by allocating more funds to purchase equipment to service these clients.”

SAL said that only 4% of laden container transport was arranged by shipping companies. The remaining 96% was controlled by shippers, consignees, customers brokers and freight forwarders.
