<p>Submissions for the Victorian Government’s consultation paper on the state’s rail access regime will close today (Tuesday, August 31).</p> <p>The options paper canvasses changes to a number of significant elements to the present access regime, which the State Government has described as "unworkable".</p> <p>The issues it looks at include access to sidings and freight terminals, indicative access pricing and ways of guarding against anti-competitive behaviour.</p> <p>Pacific National is due to inherit the Victorian regional track lease when it formally takes over the present holder Freight Australia tomorrow (September 1).</p> <br />
