<p>Toll Holdings has lodged a formal take-over offer with New Zealand freight operator Tranz Rail.</p> <p>Tranz Rail said it would consider the offer and seek external valuation and advice.</p> <p>The key focus will be the best interests of the company and shareholders, Tranz rail said. </p> <br />
