Works for Morley-Ellenbrook Line begin as Midland Station design released

Works to prepare for the rail corridor in the Tonkin Highway median have begun, while new designs for Midland Station are released.

The current works include the construction of two underpasses with dive structures to enable the line to enter and exit the highway, as well as travel underneath the Reid Highway and Tonkin Highway interchange.

A road and bus bridge will also be built at Broun Avenue, including a bus interchange station, to enable access to the Morley Station.

The Tonkin Gap project is one of a number of major infrastructure projects in Western Australia that have been accelerated to encourage the economy to recovery after the COVID-19 pandemic.

The works follow the signing of the contract for the construction of the Morley-Ellenbrook line.

“We now have workers on the ground starting the vital enabling works for the train to travel down Tonkin Highway to Ellenbrook,” said WA Transport Minister Rita Saffioti.

“These works will create thousands of local jobs and opportunities for local businesses.”

The rail enabling works are expected to be complete in late 2022 and the full Tonkin Gap project in late 2023.

Updated concept designs for Midland Station
Revised concept station designs have been released for the new Midland Station, also part of the WA Metronet program.

The new station will involve decommissioning the existing Midland Station and building a new station closer to commercial and health facilities and better integrated with the surrounding community.

The project also involves the removal of the Helena Street level crossing and a new crossing at Cale Street for more efficient traffic movements.

The alliance contract for the station works is expected to be awarded in mid-2021.

Saffioti said the project would link with the new railcar manufacturing site.

“The new station will also link to Metronet’s Bellevue Depot, making it the first landmark our brand new C-Series trains will pass through on their way to regular service on the network.”

The station will also service the nearby Midland TAFE, where a purpose-built training facility for rail courses was recently finished.

Preferred proponent announced for Morley-Ellenbrook line construction

The Western Australian government has selected the preferred proponent for the design and construction of the Morley-Ellenbrook line.

Led by Laing O’Rouke Australia Construction, the winning consortium, MELconnx won out over a joint venture between CPB Contractors and Downer EDI as the preferred proponent for the design, building, and commissioning of the new 21km line and five stations.

WA Transport Minister Rita Saffioti said the line would ensure that Perth’s transport system kept up with urban growth.

“Perth’s north-eastern suburbs have boomed recently and the population is predicted to increase dramatically over the next decade,” she said.

“We need to ensure our infrastructure keeps up with this growth – not only are we delivering on the much anticipated Metronet Morley-Ellenbrook Line, we have also delivered key road upgrades including Northlink, the duplication of Reid Highway and the upgrade of Drumpellier Drive.”

The rail construction contract is one of four works packages that make up the project. Other packages include the new Bayswater station, works on the Tonkin Gap highway, which the new rail line will run down the middle of, and forward works.

WA Premier Mark McGowan said the project would benefit the communities it serves and the WA economy.

“This has been talked about for decades and is a big step forward for this project, which will transform Perth’s growing north-eastern suburbs and benefit the local and surrounding communities,” he said.

“Now more than ever, big infrastructure projects like Metronet’s Morley-Ellenbrook Line are imperative to WA’s COVID-19 economic recovery as it creates a pipeline of work and supports thousands of jobs.”

The Morley-Ellenbrook line is jointly funded by the state and federal governments, and Federal Minister for Population, Cities and Urban Infrastructure Alan Tudge said the benefits would be immediate and long-lasting.

“It means jobs right now and critical, targeted infrastructure for generations to come.”

The announcement of the preferred proponent for the Morley-Ellenbrook line closes out the new rail projects that are currently part of the Metronet program. Further contracts are expected to be announced for level crossing removals on the Armadale Line and the electrification of the Armadale Line to Byford.

Alliance chosen for Tonkin Gap rail and road project

An alliance of contractors have been selected to build the Tonkin Gap project, which will deliver enabling works for Metronet’s Morley-Ellenbrook Line, in Perth.

The Tonkin Gap Alliance, made up of BMD, Georgiou, WA Limestone, BG&E, and GHD, will expand the section between Collier Road and Dunreath Drive to construct a three-lane, freeway-standard road.

The Morley-Ellenbrook line will partly run along the middle of the Tonkin Highway, and the Tonkin Gap Alliance will build the dive structures to allow the building of the railway to enter and exit the middle of the highway.

Other modifications will occur between Railway Parade and Hepburn Avenue, and will involve the replacement of the existing Broun Avenue flyover.

WA Minister for Transport Rita Saffioti said that the works package will improve mobility in Perth’s eastern suburbs.

“Road and rail projects will play a key part to WA’s economic recovery going forward. This project will fix one of Perth’s most congested roads while laying the groundwork for the Metronet Morley-Ellenbrook Line,” Saffioti said.

“Tonkin Gap is a major component of the train line to Ellenbrook, with two dive structures and the foundation for the rail included in the project scope.”

Saffioti said the government was looking to infrastructure projects to stimulate the state’s economy.

“Together with new Bayswater Station procurement, we now have two out of three major contracts for Morley-Ellenbrook Line at an advanced stage,” she said.

“Building this project, combined with construction of other nearby major projects like the new Bayswater Station and Morley-Ellenbrook Line, will help support the WA economy through some tough times ahead.”

The project is jointly funded by the WA state government and the federal government, with the federal government contributing 80 per cent of project funds.

Federal Minister for Population, Cities and Urban Infrastructure Alan Tudge said that the project is part of an infrastructure-led recovery.

“Our $100 billion infrastructure pipeline is setting the foundations for economic recovery on the other side of the COVID-19 crisis,” he said.

“In addition, it will create thousands of new jobs at a time when what we want is to get Australians back to work.”

WA Premier Mark McGowan also noted that progressing urban infrastructure projects will have flow on effects.

“Our record investment in major road projects and Metronet will set up our suburbs for the long term and benefit Western Australians, now and into the future,” McGowan said.

“In times like these it’s important we continue to progress the projects that will provide work for local businesses and keep workers in their jobs – this will ultimately support the state’s wider economy.”

Contractors wanted for Metronet Morley-Ellenbrook Line build

The Government of Western Australia has begun the search for a company to deliver the main contract for Metronet Morley-Ellenbrook Line on the Transperth network in Perth.

The McGowan Government has released a Request for Proposal (RFP) to the market, calling on companies to design, construct, and commission the new Metronet rail line in Perth’s north-eastern corridor. 

The main works contract is the biggest of four works packages that will cover the Bayswater Station upgrade and Tonkin Gap projects.

The main works contract will include the design, construction and commissioning of rail track, systems, and five stations. This will include bulk earthworks and retaining, structures, grade separations, roads, and drainage.

The two best submissions for the main works will be shortlisted, and contractors will have to provide a detailed bid indicating how they plan to deliver the project.

This RFP process will lead to the main contract being awarded later this year, adding to the construction that will already be underway as part of Bayswater Station and Tonkin Gap.

The Morley-Ellenbrook Line is a 21km long rail line that will run off the Midland Line at Bayswater, down Tonkin Highway, north of Marshall Road. The line will continue along the western side of Drumpellier Drive and finish in Ellenbrook town centre.

Early works for the Morley-Ellenbrook Line started at Bayswater Station in late-2019, while construction of the rail tie-in will be part of the Tonkin Gap project.

Five stations at Ellenbrook, Whiteman, Malaga, Noranda, and Morley will be built as part of the project, with a sixth station at Bennett Springs East in provision for the future. 

Premier Mark McGowan said major Metronet infrastructure projects like the Morley-Ellenbrook Line will create thousands of local opportunities as well as improving public transport across Perth.

“This year alone we will have an unprecedented six Metronet projects underway, creating thousands of local jobs and opportunities for local businesses,” McGowan said.

Transport Minister Rita Saffioti said the RFP  for the Morley-Ellenbrook Line marks another significant milestone for this major Metronet project.

“The McGowan Government started from scratch to get this project funded, planned and ready to approach the market,” Saffioti said.

“I would urge local companies to put their best foot forward and bid for the chance to deliver this key rail line.”
