Torrens Connect takes on Adelaide tram operations

Torrens Connect has now assumed control over operations of Adelaide’s tram network and selected bus lines.

Announced as the successful tenderer for the outsourced operation of Adelaide’s tram services and some bus services in March, Torrens Connect took over operations from July 5 under an eight year contract.

The consortium of Torrens Transit, UGL Rail Services, and John Holland partnered with technology provider Trapeze Group to smoothen the transition process, occurring during the height of COVID-19.

Trapeze worked with Torrens Connect through the bid process and roll out of services, said Ben Dvoracek, Trapeze general manager for rail in Australia and New Zealand.

“We are proud to be part of this changeover, with Torrens Connect selecting Trapeze Group for both the bidding process and long-term roll-out of the planning and scheduling software solution. It was a pleasure to work with the team and facilitate implementation in less than four weeks.”

Trapeze, which provides planning and scheduling platforms as well as enterprise asset management and intelligent transport systems solutions for rail operators, was used to test plans ahead of operations. This testing and modelling process ensured that the transition occurred without any disruption or delay to services, schedules, or rosters. Torrens Connect staff received training from Trapeze locally to enable the smooth handover.

“Using the Trapeze software to run simulation models, Torrens Connect provided accurate optimised timetables that were quickly implemented without impacting operations,” said John Holland service delivery manager Rachel Parkin.

The contract covers 24 tram sets, 200 buses, and employment of over 250 staff.

As part of the privatisation of Adelaide’s public transport, operators are expected to undertake service improvements, with public consultation held earlier in 2020.

Planning process accelerates over a billion dollars of NSW rail projects

NSW Planning Minister Rob Stokes is accelerating three major rail projects as well as development above the new Crows Nest Metro Station and around the CBD and South East Light Rail.

Stokes said that moving projects such as the $700 million Inland Rail from Narrabri to North Star, the $273m Botany Rail Duplication, and the $115m Cabramatta Rail Loop would enable the state to economically recover from coronavirus (COVID-19).

“The fast-tracked assessment program is a key part of the NSW Government’s COVID-19 Recovery Plan as we continue to get shovel-ready projects out the door to keep people in jobs and keep the economy moving.”

The proposal to revamp of Central Station as part of the Western Gateway project will also be accelerated. Transport for NSW is proposing new planning control to enable the development of a technology centre adjacent to the rail corridor.

All projects will be determined by August 14, 2020.

Australasian Railway Association (ARA) CEO Caroline Wilkie welcomed the announcement by Stokes.

“It is good to see the NSW government recognise the significant community benefits rail delivers by accelerating these projects,” she said.

“Infrastructure investment will be the cornerstone of our economic recovery and sustainable, long term rail projects will form an important part of that.”

Completion of the Inland Rail section as well as the Port Botany duplication and Cabramatta passing loop will improve NSW’s freight rail network, enabling further growth and reducing trucks on roads in Sydney and regional NSW.

Rail’s role to play in activating development in other precincts has been recognised in the proposal to increase building height and floor space controls near the light rail line in Kingsford and Kensington. In Crows Nest, Sydney Metro is proposing to increase the building height and floor space controls to enable development above the new station.

“This is a great example of improved project approvals processes making a real difference for businesses, jobs and the people that depend on them,” said Wilkie.

Inland Rail to meet with community in regional NSW

Members of the community have the chance to learn more about the progress of planning for Inland Rail between Narromine to Narrabri (N2N).

Local community members, landowners, and businesses will be able to engage with the Australian Rail Track Corporation (ARTC) throughout five community sessions being hosted by Inland Rail across the alignment between March 9 and 13.

Inland Rail will share more about the work conducted to date to refine the proposed N2N route.

Rebecca Pickering, ARTC Inland Rail director community and environment said work is happening to help inform the build for the 300KM of new track.

“Our work to date to progress the future alignment between Narromine to Narrabri has included more than 12 months of engagement with the community, environmental and hydrology studies, and early engineering design work,” she said.

“Through these methods we have been able to refine the alignment study area from between 2-5 kilometres wide to around 150 metres to 400 metres wide.”

Pickering said the aim of the community drop-in sessions are to understand more about the environmental planning and consultation work and learn about the future opportunities for the community.

“Community consultation and engagement is vital to the success of Inland Rail. We are committed to leaving a positive legacy by ensuring the community benefits from the project through initiatives like jobs and local spend during the construction phase, the Community Sponsorships and Donations program and training and support of local businesses,” she said.

“Large-scale infrastructure projects such as Inland Rail are a catalyst for growth — they boost economic development and investment, bring jobs and opportunities to local businesses and communities, a hopefully welcome boost in challenging times of drought.”

Afternoon and evening sessions will be held between March 9 and 13 in Narrabri, Barradine, Gilganda, Curban and Narromine.

“This will provide an opportunity for everyone to stay informed and updated on the progress of the alignment to date. No registration is required for these sessions,” Pickering said.
