Contract signed for Morley-Ellenbrook Line construction

The contract for the construction of the Morley-Ellenbrook line has been signed, with the project coming in at $700 million, with contingency, escalation and ancillary costs taking the total project budget to $1.1bn.

The winning MELconnx Consortium, led by Laing O’Rouke, will deliver the project which involves 21km of new track and is the largest expansion of the Perth rail network since the Mandurah Line.

In addition to the new rail line, the project includes five new stations at Morley, Noranda, Malaga, Whiteman Park, and Ellenbrook, a future station will be developed at Bennett Springs East.

WA Transport Minister Rita Saffioti said the project was already making progress.

“Now the contract has been signed, the funding secured and early works are underway.”

These early works include the New Bayswater Station, where the line will begin from the Midland Line, and the Tonkin Gap Project which allows the line to access in and out of the Tonkin Highway and preparing the corridor for tracklaying.

WA Premier Mark McGowan said the project would boost the local economy.

“Now more than ever, big infrastructure projects like METRONET’s Morley-Ellenbrook Line are imperative to WA’s COVID-19 economic recovery as they create a pipeline of work and support thousands of jobs.”

The project is expected to be completed in 2023-24 and Federal Minister for Population, Cities and Urban Infrastructure Alan Tudge said the benefits would be immediate and longlasting.

“Metronet will re-shape Perth and that transformation is underway all across the metropolitan area,” Tudge said.

“It means jobs right now and critical, targeted infrastructure for generations to come.”

The jointly state-federal funded project would cut public transport times in half for residents in the north-eastern suburbs of Perth, with direct trains from Ellenbrook Station arriving in the Perth CBD in 30 minutes.

MELconnx beat a CPB Contractors and Downer EDI joint venture to win the contract.

Virtual site tour part of RISSB’s Rail Safety Conference

Rail Industry Safety and Standards Board (RISSB) has confirmed that delegates to October’s Rail Safety Conference will get a unique view into progress being made on the new metro platforms underneath Sydney’s Central Station.

Delegates will be able to see the work currently underway for Sydney Metro at the station and for the new underground pedestrian concourse, Central Walk.

With the station’s new landmark roof taking shape, the virtual site tour will also provide a vision of what the redesigned Central Station will look like when Central Walk opens in 2022 and when metro services commence in 2024.

Delegates will join principal contractor Laing O’Rourke as they dive into the construction site, showing progress for Central Walk, then the tour will go deeper into the new metro station box, currently at 18 metres underground and on the way to the depth of 30 metres.

While construction has benefited from lower commuter numbers passing through Central Station during the COVID-19 pandemic, innovative construction measures and techniques have been used to reduce the impact of major construction occurring at the busiest station in Australia.

During the tour, techniques to ensure safety on a complex project such as this will be shared with the audience. Laing O’Rourke will also be showcasing its use of artificial intelligence computer vision safety system during day one of the conference program.

The virtual site tour is one of a number of online interactive experiences that will be part of the two-day event. Nine streams covering issues most important to the rail industry, including track worker safety, level crossings, investigations, and data and information, will be a highlight of the two-day program. Six keynote presentations from local and international rail safety leaders will set the tone for the days’ discussions.

Preferred proponent announced for Morley-Ellenbrook line construction

The Western Australian government has selected the preferred proponent for the design and construction of the Morley-Ellenbrook line.

Led by Laing O’Rouke Australia Construction, the winning consortium, MELconnx won out over a joint venture between CPB Contractors and Downer EDI as the preferred proponent for the design, building, and commissioning of the new 21km line and five stations.

WA Transport Minister Rita Saffioti said the line would ensure that Perth’s transport system kept up with urban growth.

“Perth’s north-eastern suburbs have boomed recently and the population is predicted to increase dramatically over the next decade,” she said.

“We need to ensure our infrastructure keeps up with this growth – not only are we delivering on the much anticipated Metronet Morley-Ellenbrook Line, we have also delivered key road upgrades including Northlink, the duplication of Reid Highway and the upgrade of Drumpellier Drive.”

The rail construction contract is one of four works packages that make up the project. Other packages include the new Bayswater station, works on the Tonkin Gap highway, which the new rail line will run down the middle of, and forward works.

The Morley-Ellenbrook line is jointly funded by the state and federal governments, and Federal Minister for Population, Cities and Urban Infrastructure Alan Tudge said the benefits would be immediate and long-lasting.

“It means jobs right now and critical, targeted infrastructure for generations to come.”

The announcement of the preferred proponent for the Morley-Ellenbrook line closes out the new rail projects that are currently part of the Metronet program. Further contracts are expected to be announced for level crossing removals on the Armadale Line and the electrification of the Armadale Line to Byford.

Tender released for Port Botany Rail duplication

The design and construct tender for the Port Botany Rail duplication has been released to the three shortlisted contractors.

The Australian Rail Track Corporation (ARTC), which is leading the project, has released the documentation to CPB Contractors, Laing O’Rouke Construction Australia, and John Holland, who were shortlisted in January.

Once complete, the $400 million federally funded project will allow for more freight to be transported to and from Port Botany via rail, said Deputy Prime Minister and Minister for Infrastructure, Transport and Regional Development Michael McCormack.

“The Botany Rail Duplication will upgrade and duplicate the current single freight rail track between Mascot and Botany to increase the capacity of Sydney’s freight rail network while bolstering operational efficiency, flexibility and reliability for freight customers,” he said.

“This will create more than 400 jobs during construction and provide a welcome boost to all the hard-working local businesses who use the rail line to get their products to markets.”

Finance Minister Mathias Cormann said the project would enable a reduction in trucks travelling through local roads in Sydney.

Australia’s freight requirements are set to grow significantly over the coming decades. While this is great news for the industry and the Australian economy, it will place increasing pressure on our roads,” he said.

“I look forward to this transformative project getting underway so that Sydney, New South Wales and our national supply chain can reap the benefits.”

The Cabramatta Loop Project tender, which will allow freight trains to pass each other on the Southern Sydney Freight Line, will be released separately.

The Port Botany Rail duplication project was recently approved by the NSW government in its fast track process.

The project was also added to the Infrastructure Australia Infrastructure Priority List in August, 2020, recognising the need for greater freight rail capacity to and from Port Botany.

Contractors shortlisted for Morley-Ellenbrook line

The Western Australia government has shortlisted two joint ventures to design and construct the Morley-Ellenbrook line, part of the Metronet project.

The two joint ventures are, Ellenbrook Alliance (CPB Contractors and Downer EDI) and MELconnx Consortium (Laing O’Rouke Australia Construction).

Having completed the request for proposal phase, the shortlisted contractors will now enter the competitive bid phase.

The contract is the largest of four works packages to deliver the Morley-Ellenbrook line and covers the design, building, and commissioning of the electric rail line and five new stations.

Early works are already underway on the Bayswater Station and a contractor, Evolve Bayswater Alliance, was recently announced as the preferred proponent for the construction of that station.

WA Premier Mark McGowan announced that the decision has been the product of extensive engagement.

“Leading up to procurement, we engaged with hundreds of local businesses and subcontractors so they were prepared to bid for the huge range of work available through all stages of the project.”

WA Transport Minister Rita Saffioti said that the finalised project would connect the growing north eastern suburbs of Perth.

“This is another major step forward for the Morley-Ellenbrook Line project, which is the final missing piece for transport infrastructure in the north-eastern suburbs of Perth.”

After leaving the Midland line at Bayswater station, the new, 21km line will follow the Tonkin highway and finish a t the Ellenbrook town centre. Stations will be built at Morley, Noranda, Malaga, Whiteman Park, and Ellenbrook. Another station could be built at Bennett Springs East with population growth forecast there.

The continuing construction on the Metronet project, which has not been limited by coronavirus (COVID-19) restrictions, is hoped to boost the WA economy.

“This year alone we will have six METRONET projects underway, in addition to our railcar manufacturing facility in Bellevue where local workers will build our METRONET railcars,” said McGowan.
