Contract awarded for Crows Nest Metro station construction

The contract to build Crows Nest station, above the new Sydney CBD and South West Metro Line has been awarded.

AW Edwards will build the station, as well as two entrances, footpaths, lighting, retail space, improvements to pedestrian and cyclist safety, and enabling works for over-station developments.

Crows Nest is the first stop on the new line south of Chatswood and NSW Minister for Transport Andrew Constance said the service would change the way people get around in North Sydney.

“The new Crows Nest Station will transform how customers travel, with air-conditioned, driverless trains every four minutes in each direction in peak times,” Constance said.

“Hundreds of new jobs will be created throughout the life of the project, with more than 300 workers on site during peak phases of construction activity.”

The service will cut down times into the city, with current train travel from nearby St Leonards to Wynyard taking 14 minutes while it will take seven minutes from Crows Nest to Martin Place.

The station will be located 25 metres below ground in the excavated station cavern. Lifts and escalators will connect the two entrances, one on the Pacific Highway and one on Clarke Street, to the platforms.

Retail space will be created around the Clarke Street entry and in future along the Pacific Highway. Local transport connections including pedestrian crossings, bike parking and paths, kiss and ride, and point to point drop off points are also part of the project scope.

Once complete, the new station will provide metro rail access to surrounding residences, schools, and businesses, while creating a transport hub on the southern side of the St Leonards specialised centre.

Construction is expected to begin in January 2021 to be completed in 2023.

AW Edwards has previously built stations as part of the Epping to Chatswood line that is now part of the Metro North West Line.

A separate tender process will be held for the over-station developer. Further community feedback will be sought on the over-station development package.

Planning process accelerates over a billion dollars of NSW rail projects

NSW Planning Minister Rob Stokes is accelerating three major rail projects as well as development above the new Crows Nest Metro Station and around the CBD and South East Light Rail.

Stokes said that moving projects such as the $700 million Inland Rail from Narrabri to North Star, the $273m Botany Rail Duplication, and the $115m Cabramatta Rail Loop would enable the state to economically recover from coronavirus (COVID-19).

“The fast-tracked assessment program is a key part of the NSW Government’s COVID-19 Recovery Plan as we continue to get shovel-ready projects out the door to keep people in jobs and keep the economy moving.”

The proposal to revamp of Central Station as part of the Western Gateway project will also be accelerated. Transport for NSW is proposing new planning control to enable the development of a technology centre adjacent to the rail corridor.

All projects will be determined by August 14, 2020.

Australasian Railway Association (ARA) CEO Caroline Wilkie welcomed the announcement by Stokes.

“It is good to see the NSW government recognise the significant community benefits rail delivers by accelerating these projects,” she said.

“Infrastructure investment will be the cornerstone of our economic recovery and sustainable, long term rail projects will form an important part of that.”

Completion of the Inland Rail section as well as the Port Botany duplication and Cabramatta passing loop will improve NSW’s freight rail network, enabling further growth and reducing trucks on roads in Sydney and regional NSW.

Rail’s role to play in activating development in other precincts has been recognised in the proposal to increase building height and floor space controls near the light rail line in Kingsford and Kensington. In Crows Nest, Sydney Metro is proposing to increase the building height and floor space controls to enable development above the new station.

“This is a great example of improved project approvals processes making a real difference for businesses, jobs and the people that depend on them,” said Wilkie.

Shortlists for Barangaroo, Crows Nest metro stations

Six applicants have been shortlisted across two tender process to build new metro stations at Barangaroo and Crows Nest as part of the Sydney Metro City & Southwest project.

Sydney Metro has shortlisted AW Edwards, CPB Contractors and Laing O’Rourke for the contract to deliver Crows Nest station, and Hutchison, John Holland and Watpac for the contract to deliver Barangaroo station.

The six shortlisted parties will now all move on to the Request for Tender phase of their respective contracts.

The contractor selected to build Crows Nest station will deliver two separate station entrances and enabling works to support the future over-station development. A delivery partner for that over-station development will be chosen via a separate procurement process.

The state government said the station and over-station development packages had been separated so the station build can proceed in time for a targeted opening of 2024, while the government further considers community feedback regarding the above-station development.

“This also allows the over-station development to be further incorporated into an integrated planning outcome,” Sydney Metro said, “consistent with the Department of Planning, Industry and Environment’s process to finalise the St Leonards and Crows Nest 2036 plan.”

The Barangaroo station plan will work to improve access to the Walsh Bay Arts and Culture precinct, and provide easy access to Barangaroo’s public, residential, commercial and entertainment areas and new ferry hub. The station will be built to improve pedestrian access to the northern part of Sydney’s CBD and The Rocks, and will aim to alleviate congestion at Wynyard station.
