<p>Pacific National and Port Waratah Coal Services (PWCS) have formally withdrawn an application for a vessel management system for the port of Newcastle.</p> <p>The Australian Competition and Consumer Commission (ACCC) last month rejected an application to introduce the system for an interim period.</p> <p>The New South Wales Government – which was strongly opposed to the plan – instead appointed former state premier Nick Greiner to head an independent review.</p> <p>The proposal would have based coal allocations on rail contracts, rather than port capacity. </p> <p>The ACCC has given initial go-ahead for the continued use of a capacity balancing system. </p> <br />
