<p>A single-minded focus on a nationally consistent regulatory model was required to address the full utilisation of road and rail capacity, National Transport Commission (NTC) chairman Michael Deegan said in its annual report for 2006.</p> <p>“A doubling of the freight task in the next 15 years requires road and rail capacity to be fully utilised and extended,” he said.</p> <p>“We need to address this challenge. This requires government and industry in transport to build a new model of co-operation.”</p> <p>Formed by inter-governmental agreement in 1991, the NTC submits policy and legislation recommendations to the Australian Transport Council (ATC) of federal, state and territory transport ministers for approval. </p> <p>The NTC also plays a role in co-ordinating and monitoring implementation of approved reforms.</p> <p>The full report can be downloaded here: http://www.ntc.gov.au/DocView.aspx?page=A0241430050000 0 020</p> <br />
