Consultation paper can bring competition to Victorian rail: terminal operators

A group of Victorian freight terminal operators believe a government consultation paper offers one last opportunity to ensure competition under the state’s rail access regime.

The Victorian Intermodal Freight Group will respond to the paper on the state’s rail access regime and said the end goal should be to enshrine competition.

In putting the issue out to consultation, the government has admitted the present access regime doesn’t work, group coordinator Rob Perkins said.

"It was a consummate stuff-up, par excellence, and it’s not often you get two bites at the cherry, so we have got to get it right this time," he said.

It was clear from the paper that the regime was too complex and this complexity came at the cost of competition.

"What they [the government&#93 are admitting is that there isn’t any competition," Mr Perkins said.

"It’s too easy to block access for your competitor.

"I am not saying Pacific National would do that but the opportunity is there."
