<p>The Australian Competition and Consumer Commission (ACCC) has accepted the Australian Rail Track Corporation’s (ARTC) access undertaking for the interstate track between Melbourne and Kalgoorlie.</p> <p>Several changes were made to ARTC’s original document before ACCC gave its approval. </p> <p>These covered areas such as negotiation, dispute resolution, capacity management and network extensions.</p> <p>The undertaking outlines the way ARTC will calculate access charges and negotiate with operators, sets a CPI limit on price increases, makes a commitment that like services will be treated in the same manner and establishes dispute resolution mechanisms. </p> <p>In a dispute the ACCC will act as arbitrator.</p> <br />
