A consortium of up to 16 coal producers has been granted preferred proponent status for the port of Gladstone's new coal terminal at Wiggins Island.
Wiggins Island Coal Terminal Pty Ltd proposes to build and own the new 25mtpa terminal but Gladstone Ports Corporation would operate it.
The $1.3bn first stage of the terminal is expected to be completed in mid-2012.
Later stages could see it expand to 75mtpa, doubling port of Gladstone's coal throughput.
About $500m of rail upgrades have been flagged for the surrounding coal basins.
Queensland premier Anna Bligh said financial arrangements for the Wiggins proposal would be finished in mid-2009.
